Both the Minister and the Central Commision of Trade Unions may bring forward propositions to be discussed in the CGOA. The propositions have to be submitted through the President of the CGOA.

During the meetings, the Minister could be advised by one or more technical advisors and/or government employees. The Central Commision of Trade Unions can also be advised by one or more experts.

Article 10, pargraph 2, of the ordenance stipulates that if the goal of the proposition is to introduce or to change a regulation which is related with a right- or an obligation which is established of individual government employees, this proposition can only be implemented if there is consensus between the parties in the CGOA.

Article 11 of the ordenance stipulates that if the parties cannot agree with each other on any preposition which is submitted for social dialogue and/or for consultation in the CGOA, the case will be further handled in a Board of Advice and Arbitration (Dutch: Advise en arbitragecommissie) for advise and/or arbritation.
